On 5 November 2015, at approx. 2:28 PM, emergency personnel responded to the area of Mono Way and Restano Way for a reported vehicle vs. bicyclist accident, with the bicyclist down in the roadway.

During the investigation, it was determined Tammy Blackford, 43 of Sonora, was driving her 2003 Honda Pilot Westbound on Mono Way approaching Restano Way, then drove into the left turn lane for the Grocery Outlet shopping center.

Blackford stopped in the left turn lane and waited for an opening in traffic to cross the eastbound traffic lane. After being stopped for several seconds, there was an opening in traffic and Blackford started her left turn into the shopping center.

However, Blackford failed to see Frank Fiscus, 33 of Angels Camp, who was riding his bicycle westbound on Mono Way, the wrong way along the eastbound shoulder. Blackford turned into the path of Fiscus, causing Fiscus and his bicycle to collide with the left front side of Blackford’s vehicle.

Blackford was not injured as a result of the collision. Fiscus, who was not wearing a helmet, was ejected from his bicycle. He suffered injuries to his head and upper torso. Fiscus was transported by ambulance to Sonora Regional Medical Center for treatment. Fiscus had been drinking, but was not under the influence at the time of the collision. The investigation is still on-going.
